Agree, with programmer the bios rom must be the same size of your BIOS chip, such as 4M or 8M or 16M.
That is meaning you cannot use the rom file downloaded from HP.com, which is usually 3.xM in size or whatever.

Then bios tool need to be called to initialize the computer information(S/N, P/N, etc.)

Kindly try this ROM file enclosed but AT YOUR OWN RISK, this rom should also be applicable on 8470w, even has a chance on 8570p.

Additionally i share a rom file of 6470b.
6470b has very similar motherboard desgin with 8470p, but it has dedicated bios rom which has the ME fuction limitted.
This file may be even applicable on 6570b because the rom update program of these computer modules is the same file on HP.com .

I think you're stilll talking about 8470p, right?
since 8x70 series, the dmi setting works under windows pe system, and amt commitment is done by brand12 in efi boot envrionment. Hope this can help.
there's a readme in the dmitool zip package, you might read it carefully for detail procedure.

it looks like the UUID is not generated automatically, you could try to power off the pc, restart, enter bios, set correct time, and boot into a winpe system to set the S/N, P/N again.

you can try below link to create usb winpe boot disk, but i think you should make sure the machine's uuid is generated correctly before you perform any changes with the winpe tool.

to solve this problem you bios rom with machine information

To resolve this issue, set the following values:

Serial number
MACID
Current Date

Once these values are set, the BIOS sets the UUID

how about to try below steps,

1, unload the battery, use AC power only.
2, Press "Windows Key + Arrow UP Key + Arrow Down Key" all keys at same time and turn on the system
3, Release all keys , there may be some error message but just ignore.
4, enter winpe and run wndmifit tool again.
